As PSPA has emphasized, the eventual success of the program will depend, however, on how quickly recruitment is launched for entrepreneurs and local governments and on when support for charging infrastructure is launched. From when can applications be submitted?
The first call for applications under the National Fund for Environmental Protection and Water Management “Electricians” program will be launched on July 12 this year. Initially, individual clients who are not just running a business will be able to apply for the financing. According to the fund’s announcements, within a few weeks the support will also cover entrepreneurs, local governments and other institutional entities. Then, at the third stage – banks that will distribute leasing subsidies through leasing companies, including long-term leasing.

– Unlike beta programs from last year, “My Electrician” will be a program for everyone. This is good news, but the frequency with which the individual types of support tools are released is critical. The inclusion of entrepreneurs among the beneficiaries is critical to market development and should be implemented as soon as possible. 85% of electric cars in Poland are bought by companies, but at the moment they cannot get the support they have been waiting for for years – says Maciej Mazur, general manager of PSPA.
How much will the extra cost?
In the case of natural persons, “My Electrician” was intended for buyers of all-electric passenger vehicles (BEV) (M1 class). The basic maximum benefit for natural persons will be 18.75 thousand PLN. PLN. From a higher co-financing – a maximum of 27 thousand. PLN – will be available to holders of the so-called large family cards. The new program comes with a significant change from last year’s “green car” support tool. The maximum price of a car that can be supported has been increased from 125,000 PLN up to 225 thousand. Subsidy recipients will not be required to achieve a minimum annual mileage (“green car” required 10,000 km per year), and the subsidy intensity has been eliminated in the form of 15% of eligible costs. The co-financing will cover both vehicle purchase and rental.
Other recipients of the program, including entrepreneurs to whom the same maximum car price will apply, will be able to count on the support after activation of the support, the level of which will depend on the vehicle class and average annual mileage. In addition, they are entitled to apply for financing for more than one vehicle. Non-natural person applicants will be able to obtain up to 27,000 for M1 vehicles. According to PSPA, announcing that leasing will be allowed as a potential form of financing by entrepreneurs for a zero-emissions subsidized car will speed up the electrification of transport in Poland. The leasing companies, which will cooperate with the banks, are required to apply for rental subsidies on behalf of the tenants. NFOŚiGW will provide them with funds for subsidies. The owner of the project must sign a lease agreement with a subsidy. In this regard, as the Polish electric mobility industry has pointed out, the most important thing is to launch support as soon as possible.
– This is another condition for the development of zero-emission transportation, so Polish entrepreneurs must obtain the possibility of leasing electric vehicles as soon as possible. Almost 50% of new passenger cars on the Polish market are purchased in this form of financing. The program could also incentivize local governments to fulfill obligations arising from the Electric Mobility Act in the area of fleet replacement – Macej Mazur believes.
From the outset, PSPA has also advocated an increase in the maximum subsidized vehicle price, which will certainly increase interest in and effectiveness of the program among beneficiaries.
– At the start of recruitment for the “Green Car” program, funding covered only 8 models of electric cars, most of which are city cars. Thanks to the maximum price increase, subsidies under the “My Electrician” program for individuals already cover 40 models, including compact cars, family vehicles and SUVs. PSPA notes that compared to last year’s pilot programs, the “My Electrician” program will make it easier to obtain funding, including. Thanks to a simplified procedure that is performed entirely online. Co-financing will be granted to natural persons on the basis of reimbursement of part of the vehicle purchase costs incurred. To obtain it, you must complete an online application, providing proof of purchase, registration and vehicle insurance. The budget for co-financing has been increased, compared to last year’s program for natural persons, from PLN 37.5 to PLN 100 million (to be appointed until September 30, 2025 or the funds are exhausted before that), and for an expanded group of beneficiaries, including entrepreneurs and local governments, amounted to Another 400 million PLN. Most importantly, current owners of electric cars will be able to apply for subsidies, as long as they purchased their cars from May 1, 2020.
Will the market speed up?
Last year’s “Green Car” program had a low popularity. The original plans of the National Environmental Protection and Water Management Fund assumed subsidies for 2,000 electric cars, but in the end only 241 beneficiaries benefited from the co-financing. Since the beta programs were announced, PSPA has drawn attention for its inadequate adaptation to market realities. The most important assumptions included, among others, a very small amount of subsidies and a lower maximum price for subsidized vehicles, a complex procedure for applying for co-financing, as well as very strict requirements that subsidy recipients must meet.
– Taking into account some of the industry requirements, “My Electrician” is a greater incentive to buy electric cars than “Green Car” and has a higher potential to revitalize the Polish electric mobility market. However, the main factor is the timely launch of the optimal system of subsidies for all market participants, including entrepreneurs, because the Polish economy has waited so long for this moment. Macej Mazur says it’s also essential to ensure that money is spent as effectively as possible.
According to the PSPA, the electric vehicle market support scheme proposed by the National Environmental Protection and Water Management Fund should cover the entire field of electric mobility and should also provide subsidies for charging infrastructure, as a major factor contributing to accelerating the decarbonization of Poland’s transport sector. In this regard, the electric mobility industry has negatively evaluated, for example, the withdrawal from the concept of subsidies to special charging points under another program – “My Electricity”.
