On Friday, MEiN President Przemysław Czarnek online contacted participants of the Conference of Vice Rectors for Natural and Agricultural Sciences at the University of Life Sciences in Lublin. The meeting was attended by representatives of nine universities and the National Science Center.
The National Science Center will be reformed
– I am very dissatisfied with what has been going on at the National Science Center for years – Minister Czarnik said during the meeting. “The allocation of funds from the National Science Center is not transparent at all, and the evaluation of grants is outrageous,” he said. He added that the amendment of the law of the National Science Center is under preparation.
NCN is an executive agency established in 2010 to support scientific activities in the field of basic research. The agency’s duties include:in a. Funding research, supervising its implementation, and international cooperation.
Czarnik said that for science and technology projects, the issues are “less worrisome,” but not for the humanities.
There is simply one big scandal in the humanities, which is why the entire National Science Center will be reformed. I’ll put him on his feet from the start. The transparency of money transfer will be much higher. The head of MEiN argued that it could not be that the National Science Center observed Krakow and Warsaw, but it does not notice most other research and academic centers in Poland, and there are several of them.
Przemysław Czarnek prepares changes to the system of evaluation of scientists
In his speech, Kazarnik also referred to changes in the assessment of the quality of the expected scientific activity of university employees. We don’t tamper with the evaluation. This means that an amendment to the regulation is being prepared, which will be signed today or Monday, but will also be accepted by the Central Council for Science and Higher Education, which is only intended to clarify the procedure, but not to change the procedure. It is the Minister who will ultimately decide those criteria that will determine the assessment – the head of MEiN informed.
The minister said that the evaluation will be affected by the correction of scientific journals’ grades, which will take place in the first half of this November. – There are a lot of requests to increase points for journals and I will raise them to the journals that submitted the requests and justify them – Kazarnik said.
The head of the Middle East Network announced the amendment of the constitution on science. He made a reservation that it would be a “slight adjustment, in the parliamentary situation”, agreed with the Conference of Academic School Deans in Poland and the Council for Academic Excellence. It will be a technical modification, not a program. On the other hand, a major modification to KdN is scheduled for next spring, Kazarnik reported. After that, the Minister asked representatives of universities participating in the meeting to submit their requests to the Ministry.
